March 31, 2004"PENCIL" – Public Education Needs Civic Involvement in Learning – was founded in 1995 to develop meaningful civic involvement in the New York City public schools. Through a variety of initiatives and system-wide projects, PENCIL creates a critical bridge between the civic community and the school community.
